Is it good Wordpress practice to use a plugin like this every time we want to make a small customization?

I've heard that lots of little plugins can cause bloat on a site and degrade performance. I would think that you would want to just code a custom login page yourself rather than use a plugin.

My take is that bloat and performance degradation is a site management function. So, a plugin exists that performs the functionality you desire why reinvent the wheel (unless you want to). Then as you monitor your site performance, if the plugin causes problems then code or try to find another plugin.

Or just do both and test performance and gain experience.
