inFormatter / outFormatter availability / scope?

noob question.. why was it obvious the Function's method parameters inFormatter and outFormatter had to be available in the lexical context because it's in the return statement?

and when Craig added the meaningOfLife variable? what did that do? Can I instantiate the createDateStringConverter function (i.e. converter) and access / modify meaningOfLife like via converter.meaningofLife++ ?

Also, can I do something like converter.inFormatter() and use that pretty much like the DateTimeFormatter that was passed into my original function factory?
