The fidelity is best kept low to ensure you are completing the storyboards and making iterations/changes quickly that help form an accurate story of your user's process. If you are creating high fidelity (or high/full quality) designs or illustrations in each storyboard block it will take much longer to create the entire storyboard. This method is intended to be agile and allow you to move quickly as opposed to getting slowed up the details. I hope that makes sense.
