You need the bootstrap javascript file for this feature to work. It's the javascript that updates the class of the menu, when the icon is clicked.
From bootstrap documentation:
Requires JavaScript
If JavaScript is disabled and the viewport is narrow enough that the navbar collapses,
it will be impossible to expand the navbar and view the content within the .navbar-collapse.
You need to include a link element to the bootstrap javascript file in your html page.

in the footer.php I used "get_footer" haha.. I just changed it to "wp_footer"
