Im on a PC instead of using notepad, can I use vim? It keeps it in the shell and easier to control. Same functionality?

vim is an excellent text editor, don't see a problem in using it instead of some GUI alternative.

Definitely try Vim! If you're brave you can even install Cygwin which gives you a very Unix-y environment to work in which you might find handy.
