Its requesting that I create a list under "section", without naming it - Am I to "anchor it" to a"href" and then leave it blank within " " - or am I to follow the other method of "source" "alt" ?

For the first step in this task, you only need to create the structure for an empty list (within the section tags).

In the next steps you will add images to each list item.
