actually your code works perfectly fine. The reason why you're not passing this challenge is that you have to save the string in the variable menu. You just return the string right now but you're not saving it to the variable menu.
If you write it like this it should work:
available = "banana split;hot fudge;cherry;malted;black and white"
sundaes = available.split(';')
menu = "Our available flavors are: {}.".format(", ".join(sundaes))

new_str = ', '.join(sundaes)
menu = menu.format(new_str)
You need to save the updated version of menu under the menu variable.
