If statement for an exception

my method

public void rate(String rating)throws InvalidRate
{
if(!rating.equalsIgnoreCase("awr") || !rating.equalsIgnoreCase("aws"))
/*rating != "AWR" || rating != "AWS")*/
throw new InvalidRate(rating);
rate=rating;
}
public String getRate()
{return rate;}

my try and catch blocks
try
      {
      AWInfo f1=new AWInfo();
      System.out.println("Enter Aw Rate: ");
      Ar=keyboard.nextLine();
      f1.rate(Ar);
      }
      catch(InvalidRate e){
      System.out.println(e.getMessage());}

I thought my if statement was set to throw the exception when any word other than awr or was aws used but I can not get it to work.
