So if I make someone else a website using these Frameworks mentioned, would they be able to use all the features? , and can I use the frameworks as many times as I want?

If you were to purchase Genesis, you can then use this framework to build as many sites as you like. The Genesis framework comes with a Sample Theme( a child theme ), this is a basic theme to get you going. You or your client, should you be happy with editing the themes code, can then make as many changes to the child theme as you like.
You are selling your service of customising the child theme to suit there needs of a website, as long as you don't try to sell on the Genesis framework or Sample Theme( / any theme from StudioPress ) directly as a product you are good to go.
Sell your service not their theme, to put it rather simply.
