7,823 PointsIf I buy a German domain in the U.S. are the servers based in Germany?
I'm asking this because I'm not sure exactly how that works but if they're based in Germany, then the website would be safe from NSA shut downs.

You're talking about country code top-level domain like a .us or in your case a .de. This doesn't necessarily mean that your website is hosted in Germany. If anything those country level domains are more regulated than the more common commercial ones.
Now if you are worried about anyone forcing your host to take your website down I have to ask, is it because of free speech issues or is it because of illegal activity. If your issue is free speech and sensitive information you can search for hacker10 free speech hosting, you'll find what you need to solve that problem. If you're doing something illegal you have to find a country where that activity is legal and host your website there.
But neither of those would completely solve your problem. If the NSA as you say or anyone with the power wants to block access to your website can do so without actually getting to your servers. But this will help you keep your website up in spite of anyone's wishes.

7,823 PointsThanks man that helps it's sometimes hard to say what's illegal in the U.S. Governments are a monopolized service and they interpret their own laws which are vague. Something is illegal if it's effecting whatever group of socialist or fascist happen to be in power at that specific time. How would I host a website in a different country?

21,239 PointsThe host provider may provides options on where you want the host to be located. I had a few choices before and chose one in my own country to improve connectivity to users. If I wanted most my website guests to be Americans I would probably use a US host provider.
At present there are some good hosting providers based in the netherlands for Western Europe, and they have great connectivity!
