I understand to continue of items[0] == 'a' but how can this be completed without array defined?

I understand to continue of items[0] == 'a' but how can this be completed without array defined?

breaks.py 
def loopy(items):

    for items in shopping_list:
        if items[0] == 'a'
        continue
    else
    print(items)

Where did you get shopping_list variable? Function has only one parameter "items". Also you have indentation errors in your if statement, in python indentation is a part of syntax.

def loopy(items):

    for item in items:
        if item[0] == 'a':
            continue
        else:
            print(item)
