It's a syntax error I guess, you else block is indented incorrectly:
if time in store_hours:
store_open = True
else:
store_open = False

your code is fine, but it's the spacing that isn't correct. Your else block should have the same indentation as the if block, so it should not be inside the if block, but outside
if time in store_hours:
store_open = True
else:
store_open = False
