I ran into error 10060 SMTP- stating that SMTP failed to connect. I tried alternative port #s. What else should i try?

More specifically, it stated that:

SMTP ERROR: Failed to connect to server: A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has failed to respond. (10060)SMTP connect() failed. https://github.com/PHPMailer/PHPMailer/wiki/Troubleshooting

What I did after: I tried their gmail recommendations after the treehouse port configuration guide did not work. Any guidance into the right direction would be gladly appreciated.
