I need to understand the error reason and find a solution for this , tnx

You need to declare the variable named response outside of the do while loop. Currently, the scope for the response variable is limited to be inside of the do while loop, but the condition for the while check is outside of the the loop, therefore, the variable you used inside the while condition check is undefined.

String response = "";

do {
    response = console.readLine("Do you understand do while loops?");
} while (response.equalsIgnoreCase("no"));
