I need help with syntax when it comes to 'selecting' elements and wrappers in CSS

Is the "#" symbol always used when selecting elements and wrappers in CSS??? For example :

logo {

text-align: center;

}

or

wrapper {

 max-width: 940px;
 margin: 0 auto;

}

If the HTML element has an ID (for example, ) you'd select it with #wrapper. If wrapper was the class, you'd select it using .wrapper
