Apparently, there is a course in the library devote to Media Query topis. Should I take this layout techniques first or the Media Query first?

I think the layout techniques are probably the course you'd want to start with but, if you want to understand more before continuing, you can find the media query topic as part of the CSS Beyond the Basics course, under the heading Working with Media Queries.
