Ok you're close.

You need to put your code in the other drive method.

the if statement needs to call the iae if the laps exceed the mBarsCount.

  public void drive(int laps) {
    // Other driving code omitted for clarity purposes

    if (laps > mBarsCount) {
      throw new IllegalArgumentException("Not enough battery remains");
    }
        mBarsCount -= laps;
  }
