First note (I made the same error) your condition should be, counter is less than numbers. Not less than or equal to.
while counter < numbers.count
Next let's look at the value of numbers, it's an array. So you have to declare which item you're getting from the array.
sum = sum + numbers[counter]
Remember [counter] will define which item in the array the code is looking at.
Over all what you're aiming for is,
let numbers = [2,8,1,16,4,3,9]
var sum = 0
var counter = 0
// Enter your code below
while counter < numbers.count {
sum = sum + numbers[counter]
counter += 1
}
