I am confused on what the question is asking because there is not a .icn-success class defined. does anyone know? I thought it wanted me to use the ampersand to replace the icn part of the selector but it does not work.

You are correct with what you thought the question is asking you, nesting -success using the ampersand. The reason it is failing is because you have a colon at the end of success.
