In HTML, the terms tag and element are interchangeable.
This is a HTML element.
<p></p>
A paragraph element. Your Web browser reads this tag and knows to "render" or display it as a piece of text with some default styling. You use HTML to create static content which is later styled by CSS.
So by using tags like the paragraph I just showed you that is what is meant by creating elements.
