If you're using XAMPP you should be able to open it via the Start Menu in Windows (Start > All Programs > XAMPP > XAMPP Control Panel). If you're talking about the configuration settings you should click on the "Config" button on the right. Here's an image explaining everything once it's open: http://goo.gl/AIdJOJ
