How to Convert image from gallery to a cartoon version of it.

I know there are many applications in android for it. But I would like to learn how access gallery and convert an image to a cartoon format. Can any one guide me in letting me know what all are the basic concepts that i need to learn to achieve this ?

I have finished till the building a Simple weather app tutorial in TreeHouse. Is this Knowledge enough to start off with ?
