How to call get_options() in wordpress theme when defined in plugin.

I tried to develop Wordpress settings plugin using this tutorial.

To retrieve the options I have to add $options = get_option('wp_so_options'); in header.php where wp_so_options is a serialized object.

Is there any way (using word press hooks)it can be initialized in word press theme, so when plugin is activated this variable becomes available in word press.
