How often do developers use normalize or CSS reset?

I've been reading on the web about CSS reset and normalize to keep the default browser styling consistent, including the Necolas github link as given in this video http://necolas.github.io/normalize.css/ or MeyerWeb reset https://meyerweb.com/eric/tools/css/reset/ . How standard practice is this among developers to use these? Just wondering what would be a good practice thank you!

Since normalizers help to insure consistent performance across browsers, it is a common practice to include one in any web site design.
