So, let’s say you’re applying for a junior position as a web dev (website/ web app dev), how much is expected to be second nature?
Would the company not mind if you’re slow, but can find answers eventually for everything, or would you NEED to know the answers pretty quickly and only look up the syntax?

This depends a lot on the job you're applying for. But in general I would say that you need to understand what you're doing, being slow is okay and not rare when you're in a new environment. For a junior web dev position, you would probably have to feel comfortable using HTML, CSS, and JavaScript and to be able to find solutions when you get stuck. A lot of companies use frameworks to achieve their goals, and they often want you to sit on some experience using one, preferably the one they are using (personal projects can help you here).
Basically, you won't have to be an expert but they will definitely want you to be comfortable with at least 50-60% of the techniques asked for. Make sure to have the company know that you will work hard even in free time to improve your skills and they will see you as less of a risk.
