How do web interfaces such as azure, or cloud nine, or cpanel provision services, hosting, etc..?

Let's use Microsoft azure as an example. I click on a button to create a new virtual machine, how is this happening? Are they using ASP.NET to do this etc...? 3rd party api's? I know this question is vague, but the whole thing is like a black box to me. It would be interesting to see how this is done.

Generally speaking, the button submits a request to the Azure portal web application for the VM creation. The web application is probably in .NET since it is a Microsoft service. The web app likely performs a number of actions including populating a database, talking to the Azure provisioning application, etc.
