How do I add a while loop to check and see if the battery is fully charged?

public boolean isFullyCharged() { boolean wasCharged = false; if (!isBatteryEmpty()){ mBarsCount--; wasCharged = true; } return mBarsCount == MAX_ENERGY_BARS; }

I need to add the while loop to the code above.
