How can I set master.key in production whit the new credentials system rails 5.2.4.1. (no capistrano and no rbenv-vars)

All I find on internet are 2 choises. Copy the file (master.key) to the server. Dont know how to do it. And using heroku panel. Im trying DigitalOcean.
