Help. I'm completely lost here.

I think I started in the wrong place. I would appreciate a little coaching.

GoKart.java

  public static final int MAX_ENERGY_BARS = 8;
  private String mColor;
  private int mBarsCount;

  public GoKart(String color) {
    mColor = color;
    mBarsCount = 0;
  }

  public String getColor() {
    return mColor;
  }

  public void charge() {
    mBarsCount = MAX_ENERGY_BARS;
  }

  public boolean isBatteryEmpty() {
    return mBarsCount == 0;
  }
  public boolean isFullyCharged() {
    return mBarsCount == MAX_ENERGY_BARS;
  }

  if (mBarsCount.isBatteryEmpty());

  mBarsCount.charge();

  if (!mBarsCount.MAX_ENERGY_BARS());

  while (mBarsCount.charge());

  if (mBarsCount.MAX_ENERGY_BARS());

The goal is to be updating the charge method so you should be making your changes inside of:

public void charge() {
    mBarsCount = MAX_ENERGY_BARS;
  }

Also you shouldn't need to call any methods of mBarsCount but you will need to increment it (either with ++ or via a reassignment).
