you need some modifications inside the charge method (not isFullyCharged()) .
The charge method should increment the mBarsCount as long the battery is not fully charged. So you can define a condition for a while loop using the isFullyCharge() method like this:
public void charge() {
while (!isFullyCharged()) {
// while the return type of isFullyCharged() is not true
// it means while not (!) fully charged
mBarsCount++;
// increment the mBarsCount
}
}
