exposing variable "off the class"?

I had to take a break from the course for a couple of weeks and I've forgotten what exposing a variable "off the class" means. Google didn't have any answers for this particular phrase.

In this case, he means two things: (1) he is going to make the constant public, rather than private. (2) He is creating it in the class, rather than in a method.

So we are going to add a constant.
