Exception throw question

So in the video we had this code which makes sense to me:

public void fill(int pezAmount){ int newAmount = pezCount + pezAmount; if(newAmount > MAX_PEZ){ throw new IllegalArgumentException("TOO MANY PEZ");

}
pezCount = newAmount;

}

However, in the coding challenge, shouldn't it also be :

if(newAmount > MAX_BARS){ throw new IllegalArgumentException("TOO MANY REQUESTED LAPS"); }

why is it "newAmount < MAX_BARS"? It doesn't make sense to me?

We want say for example 12 laps but we cant cause our battery is 8 so that condition is met false.

if I put 6 laps which meets the condition 6<8 it goes to exception???
