First you need to edit the simple array given to you, to be an array of associative array with for each contact a key "name" for the name:

The second step is to add a key "email" with the corresponding email:

The third and last step is to replace the harcoded output, with the values of $contacts :

They want the simple array on line 3 converted to a multi-dimensional array. Each contact in the array should become its own array so that the individual contact details can be stored.
The snip below might assist you with tasks 1 and 2.
