Does each local site have to have its own instance/copy of the WordPress folder of files?

In other words do we have to duplicate the steps in this video each time we would like to setup a local site?

I have a fresh WordPress install for every local website I build, my guess is that you need to in order to build each project seperately.

You could develop a starter WordPress installation that only includes the basics you need for every website you build, and then clone it everytime you start a new project. This could speed things up, but can get messy as you need to change users per project and make sure your databases are linked correctly.
