Does Docker lose its efficiency advantage when using a base VM (like Ubuntu) with cmds like apt-get update -y ?

For example, you had in your Dockerfile:

FROM ubuntu:latest
RUN apt-get update -y
RUN apt-get install -y python3
CMD ["app.py"]

This seemingly would indicate you're running a docker image with an entire Ubuntu OS, including the dependencies to support the OS. When you run docker in this fashion, are you actually losing the efficiencies over running a regular, stripped down OS on a regular VM?
