Do you usually start a project in WordPress first or start in just HTML and CSS first then move it into WordPress?

Do most of you usually start coding in WordPress or in just HTML and CSS first then integrate that into a WordPress theme?

Hi Andrew. I like to download the latest version of WordPress to a local environment first. From there I would chose a general theme you like and then edit/develop changes off that theme by accessing the WordPress files directly
