do i need to learn java basic android development course before using kotlin android development ?

I dont think so! I would say the important thing for android development is to understand how android works in terms of understanding and learning the IDE used, the project structure(ie where do you place your resources like strings, drawables etc), how do you add third party libraries and in general how the whole android framework works together as a whole. Java and Kotlin is just a programming language, a tool that enables your ideas to life. When I started doing android development, I used C# / Xamarin native for Android. Jumping to Java was not a hustle at all because the framework and the project structure and such is still the same. some times I even used Java documentation to implement something in C#. So, in my opinion you don't need to learn Java first before Kotlin.
