Css not working

So I have tried changing themes, logging in out again and all sorts but I still can't get the styling to look as shown in the video. No hamburger menu appears for example. Relevant code posted below if anyone cares to scan. Thank you.

after applying your changes in css , hold SHIFT button and click REFRESH in the browser.
