HTML How to Make a Website Creating HTML Content Include External CSS

I have linked the normalize.css document to my index.html, but there are still the bullet points on the image. Why?

Would you be able to include your CSS code? It won't be easy to find out why it's not working otherwise.

It might be you mistyped the reference to the file or it's in another folder. :)

After giving normalize.css a quick look through. I don't think the latest version resets list styles. You could remove the bullet points yourself by adding the list-style: none; declaration on your ul element to normalize.css or within main.css.
