Exception looks to be confusing, i could not find any error in this 2 lines of code.
Can someone help I keep on getting error: Feature `primary constructor' cannot be used because it is not part of the C# 6.0 language specification

28,558 PointsClass declarations should not have parenthesis after them. If you simply remove those like this:
namespace Treehouse.CodeChallenges
{
class TooBigException : System.Exception // Remove ()
{
}
}
Then your code will pass task 1.
