I tried to reset the quiz for this question as I have seen someone else had this issue, but it won't work for me. So what am I doing wrong here?

You have two errors here that is preventing the task from passing.
First, the task explicitly asks for a min-width
of 480, but you are using 640.
Second, is where you've place the Media Query. The Queries cannot go at the top of the sheet. They need to be placed at the end of the CSS file or they will often be overwritten. This is the Cascading part of CSS, so when you have it at the top, it becomes pretty useless.
For example, in this particular case, the Query sets the h1 font-size to 2.5em ... but a few lines down the sheet, there is another rules that will override the rule in the Query and set the h1 font-size to 1.75em, thus rendering the Media Query useless.
