Is data a global variable? How is it accessible to index function?

At 7:00 he defines data in the scope of the function. Directly above the line in question. Here is his final code:

4,515 Pointshi Philip. Thanks a lot for answering. Yes i missed it somehow. I am new to python as well as flask and wsgi libraries. I am having a hard time grasping what is available at global scope and what is not. There is a lot of "magic" that happens behind the scene and it's tough to grasp for a newbie like me.
