Confused.. What am i doing wrong here?

What am I doing wrong?

  public static final int MAX_ENERGY_BARS = 8;
  private String mColor;
  private int mBarsCount;

  public GoKart(String color) {
    mColor = color;
    mBarsCount = 0;
  }

  public String getColor() {
    return mColor;
  }

  public void charge() {
    mBarsCount = MAX_ENERGY_BARS;
  }

  public boolean isBatteryEmpty() {
    return mBarsCount == 0;
  }

  public boolean isFullyCharged() {
    boolean isFullyCharged = false;
    if (!isFullyCharged()) {
      mBarsCount++;
    }
    while(mBarsCount != MAX_ENERGY_BARS) {
      ...
    }
    return mBarsCount == MAX_ENERGY_BARS;
  }

}

Is the problem with your isFullyCharged() method? Still new myself but the 'if' statement looks wrong... maybe try something like the following:

if (isFullyCharged != true) {
    mBarsCount++;
}

Don't feel bad... I am REALLY struggling to form proper code 'sentences' myself; here's to finding that break-thru moment!

It isn't asking you to change isFullyCharged(), it is asking you to change charge() to use isFullyCharged():

public void charge() {
  while (!isFullyCharged()) {
    mBarsCount++;
  }
}
