The error I'm getting suggests a syntax error but I'm stumped.

Your if statement is throwing a syntax error. The proper way would be below:
if (tiles.indexOf(tile) != -1) {
However, the challenge is looking for you to return the result of an expression and not use an if statement.
So this code will pass the challenge:
public boolean hasTile(char tile) {
return ( tiles.indexOf(tile) != -1 ) ;
}
