Can you install a twitter widget using only HTML?

I am trying to embed a twitter feed on my site but it just won't seem to work. I am copying the code from the twitter widget page straight into my div and nothing is appearing other than the "tweets by..." link at the bottom. Do I need to have a better understanding of Javascript or a back end framework to get this working?
