231,269 PointsYou can easily create a shadow on all sides with the spread property.
I'm not sure what "border rule" you are referring to, but you can extend a box shadow on all sides by keeping the offset values at 0 and giving a positive value to the spread, which is the optional 4th value.
Example:
.surround-shadow {
box-shadow: 0 0 0 20px;
}
