34 isn't too old to start at all, there are many cases of people in their 40's and 50's starting in web development and making a success of it, so go for it! Your age and experience in other fields may give you an advantage in communicating with clients if you go down the freelance route. Good luck.

I don't think there's ever an age limit on learning. Certain career directions might be better choices for some age groups, but the learning itself has it's own value.

I agree with Joel that maturity will likely be an advantage for obtaining freelance work.
