Can this wordpress site be sped up

At the moment this is running really slow. I am not sure if it has anything to do with the plugins there are 13 plugins. But generally all round the website is running slower than it should be.

Its the avada theme.

Can help would be appreciated

Your best bet is going to be google page insights or something like https://gtmetrix.com

Server response time is a huge hit to this site the 3 times I ran it, just a response was 3+ seconds.

I'd recommend Super Cache to you. It "captures" your dynamic (PHP) site and transforms it to static (HTML) files for your visitors, plus it has some compression features. This could help you a lot. Also, try Smush. It will compress your images without any visible loss in quality. It's great!
