Can someone tell me where I am going wrong here? I just cant seem to get this guessing game to work

I cannot get the the counter guesses to store to the array attempts. All in all its not working as it should. Thank you

Line 32 contains return guesses, right before the append statement.

The "return" causes the function (start_game) to end; and since it was called by the last line of the program, the program then exits.
