C# C# Objects Inheritance Throwing Exceptions

C# Throwing Exceptions 2 - Exception not throwing based on condition provided?

Not really sure what is going on here? When I try to run this in the workspace it works perfectly...

Program.cs
int value = int.Parse(Console.ReadLine());

try
{
    if (value < 0 || value > 20)
    {
        throw new System.Exception();
    }

Console.WriteLine(string.Format("You entered {0}",value));
}  
catch (System.Exception)
{
    Console.WriteLine("Value is out of bounds!");
}

Worked this out by the way. The question doesn't ask you to use a try catch block, and I also had a using System; call in there as well.

Once these were removed then it was fine :)
